Históricamente, Argentina careció de un sistema de monitoreo sistemático que permitiera difundir las propiedades técnicas del trigo a nivel internacional y nacional. Para revertir esta situación, se inició un esfuerzo conjunto entre el sector público y privado que tuvo sus primeros antecedentes en la campaña 1996/97, consolidándose con la participación de la Secretaría de Agricultura de la Nación, del INTA, el SENASA y los sectores acopiador y cooperativo.
En 1998, se sumaron las Cámaras Arbitrales de Cereales que impulsaron la creación de un marco institucional sólido para evaluar la calidad del cereal por regiones productoras. Esta iniciativa integró a toda la cadena —producción, acopio, industria y exportación— junto a organismos oficiales, estableciendo un plan de trabajo riguroso que abarcó desde la metodología de muestreo hasta el análisis estadístico de los datos.
Este compromiso derivó en la publicación, desde junio de 1999, del informe institucional "Trigo Argentino", esquema que se mantiene vigente hasta la actualidad, brindando a través de sus datos valor a toda la cadena para la toma de decisiones, promoviendo un mercado más ágil y eficiente.
